Page J149 of the Blue Book for 1927 records him as a Prison Warder in Hong Kong, first appointed in 1921. But there aren't any later matches for the name at HKGRO or in the online newspapers, so it's not clear what he was doing in Hong Kong in the years up til 1942-45 when he was in Stanley Internment Camp. Or he may not have been living here at all, and just happened to be passing through when war broke out. So, still a mystery.

It looks like William Frank Culver was inRAF at some point and was believed dead - He is comemorated on the CWGC website and Singapore Memorial
