It is hereby notified that His Excellency the Officer Administering the Government has been pleased to appoint Police Constable No. 4 William Fincher to be an Inspector of Nuisances under section 9 of The Public Health Ordinance, No. 24 of 1887.

William Francis Fincher was born in Victoria, Australia in 1867. He married Elena Mow Fung, I think in Hong Kong – she also was born in Australia. They had five children, of whom two died in infancy. The other three were Edward (Teddy) who served in the HKVDC and was a POW in Japan, Ernest who was a bombardier in the HKVDC and was killed in action, and May who married A.E.P.Guest. I believe William Fincher remained in the Sanitary Department for over 25 years after his appointment in 1898. He died in Hong Kong in 1938.
