In the period 1860-1864, a well-known American photographer - Milton M Miller - was active in Hong Kong.
hfsiu collected a small number of photographs attributed to Miller

The clock tower was completed in 1863, which is how this photo was dated.
Miller at the end of 1863 went back home to the United States and the film was transferred to S. W. Haley.
After his return to the United States he bought a lot of property suggesting that his business in Hong Kong had been quite good.

Given it chimed for the first time on midnight 31st December 1862, the photo would be dated 1862
