I believe that is Tai Po Road. A section of it in Tai Pao was like an embankment, with water on both side. You should also be able ot see Yuen Chau Tsai in the photo.
Yuen Chau Tsai isn't in this image, it's off camera to the right. The two small hillocks in the mid-distance are the ones that contain the old Police Station (now Green Hub) and the old bungalow (now Norwegian School).
