Third generation Hong Kong Chinese from Pan-yu District of Gwangdong Province. Grandson of Ping-Fan Chan BAAG and Yuk-Ming Chan-Leung. Son of Dr. Kai-Lau Chan, family doctor in Hollywood Road and in Shek Tong Tsui in Hong Kong, and Sylvanna Siu-Fun Chan-Mak. Lived in the Seymour Road and Conduit Road in Mid-Levels. Studied in St. Paul's Co-educational College 1970-1981. Parishioner of St. John's Cathedral Hong Kong. Left for Rugby School, Universities of St. Andrews and then of Manchester. Naturalised in the United Kingdom 1993. Medical doctor in Bolton, Greater Manchester in family medicine and as medical incident advisor to North West Ambulance Service in England. Formerly St. John Ambulance England.
