Arthur Franklin was formerly the Chief Government Analyst and for a while the Registrar of the University of Hong Kong and Lecturer in Chemistry.
He was a long-time resident of House #21 Cheung Chau and regarded by the villagers as "Father" of the island. He was also one of the founders of the Cheung Chau Residents' Association.
He appears in the jurors' lists from 1923-29.
A. C. Franklin died in November 1933.
