I think this is Garden Road with Murray Barracks on the right (compare this photo from 1953). At the top right side, a street sign appears which likely read Garden Road. The street on the right should be the unnamed road between the former Detention Barracks and Murray Barracks. The photo was taken at the junction of Lower Albert Road and Garden Road. Murray Barracks on the right, HKVDC HQ building (2nd generation) [1906-????] on the left.
The estimated date is 1923-1929.
