Hairstyle and fashion (ruffle bib) would make this photo approximately first half of 1980s. There is construction in the background - it may be possible to pinpoint the year.

Just noticed the old style public latrine at the corner.
Looked at 1985 https://www.hkmaps.hk/viewer.html showing the building under construction was later called Springwide Mansion. It was completed in 1986.
