Tratman was educated at Clifton College and later University College, Oxford University. He joined the Hong Kong colonial service in 1904 and took up a lot of post like the Superintendent of Imports and Exports and District Officer (He was called Cheuk Tai Yan or Ta Chuek Chai (literally "hitting the little bird")). He contributed to the solving of the Canton-Hong Kong Strike in 1925. His final post is Principal Assistant Colonial Secretary and he received a C.M.G. in 1930. He retired in 1936 and rejected the offer of a senior councilor on civil affairs (I thought he would be the colonial secretary...).
