Paul E. Dutoit was born in London on 29 October 1913 to a Scottish mother and French-Swiss father.

On 10 May 1948 he moved to Hong Kong as a teacher with DBS and soon after became a committee member of the HK Automobile Association and a founder member of the Hong Kong Motor Sports Club.

He helped organise the innaugural Macau Grand Prix race in 1954 and participated in a TR2.

He retired from Hong Kong in October 1957 to Australia.
