A 1936 Map (HKPL Map library, HG34-3) shows this section of land bounded by Bowen Rd / Peak Tramway / Macdonnell Rd / Albany Nullah. It's also clearly visible (though without names) on the 1924 map.
On the upper half are two larger buildings, backing on to Bowen Road.
On the lower half are four smaller buildings, labelled (West-East) as Rougemont / <none> / Budleigh / Lynton.
All the buildings are semi-detached, so there were twelve separate residences in all.
On the 1909 map, both buildings are marked R.A. (Royal Artillery). There is also a label Officers Mess on the map, but it isn't clear if that applies to one of the buildings or both.
This looks to be how the buildings were used in the 1900s, as in these lists of the British Armed Forces in Hong Kong at that time, the Royal Artillery section has the heading "Royal Garrison Artillery, Victoria Barracks (Officers' Mess, Bowen Road)":
