This is a photo I had in an album, it was labelled as "Hong Kong, A Quiet Thorofare", is it possible to determine a location from the buildings visible? - I've tried researching it but haven't got anywhere.

Sailors in the photo thus its by the sea = a port in China
Western architecture = a Treaty Port in China
Round tower and round arch style = German Treaty Port in China

This is the Town Hall or Old Municipal Building in Tsingtao
Impressive Town Hall, or Municipal Government Office of Tsingtao was built in 1904. In a 1989 reconstruction effort, the ivy was removed and the entire building was replicated. From the front there is an unobstructed view down a wide avenue to the sea.
