Yes, it is a commercial photograph. The date of the photo would be around 1954 or slightly earlier as the pre-war centre grandstand and clocktower was replaced with a new building in 1955. The new grandstand building can be seen here and from photos that I have seen had two clock faces. Both clocks faced the racetrack, one on the top southern side and the other on the top centre of the building.
