Prince's Theatre. The flowering displays on the wall seem (please correct if I am wrong) to mark the completion of the upgrade to the artistic and sound equipment, so they have given the facade a new paint, or a good wash. The camera man must be standing next to the nullah. This, and given the pedestrian traffic and the sun's shadow, could be one Sunday morning in early 1950s*. The iron gates, when opened, I have walked past a few times.
