Should be 1892 - 1896
The Mt. Austin Hotel as seen here was later extended, in 1896/7, with the addition of a whole new wing on the left as we look at it and a new building on the other side of the road opposite the angle of the earlier "L" shaped building. This photo shows no signs of these additions.
The Tramway Managers House can be seen down at Victoria Gap. It was erected sometime between May 1892 and December 1893.
Therefore the photo was taken between 1892 and 1896.
