The above image was taken in 1941. In April of that year, the Hong kong Telegraph reported that 'concrete block walls, 8 ft high, are being erected between  the pillars of the first floor verandahs and at the corners of the Supreme Court building in place of the sandbag protection used formerly. The area thus enclosed will be used as an air raid shelter, with sufficient accommodation  for about 2000 people. '

The sandbags that were used previously (and seen in other pictures of the Forman collection) had to be replaced a few times owing to deterioration due to exposure to sun and rain.
