Forman took photos of two families, both with young children. Here is the first family, with three young children and a nurse and helper, both of whom look as though they are from the Philippines. The second family has two young children, and just one chinese amah.
Forman's emphasis with both families seems to be to get a photo of them near the American President Line (APL) office on the ground floor of the Pedder building. This ties in with the photos of the lady in the black & white shoes, who is also photographed preparing to travel by APL.
Together, these photos could be used to illustrate a piece on the evacuation of American Citizens from Asia, who would sail back to the US on the APL's President Coolidge liner. If the theme would be how Americans were being uprooted and forced home, having photos of families with young children would help set the scene.
